Since Xilinx ISE 14.7 was released before Windows 10, the installation is not "plug-and-play." It requires specific workarounds to function correctly.
While this method gets the Project Navigator running, MicroBlaze support is spotty in the Windows 10 version. If you are doing heavy soft-core processor work, you might still run into walls. For pure VHDL/Verilog and synthesis? You are good to go. xilinx ise 147 windows 10
