Before we dive into the fix, it helps to understand why this is an issue. Sleeping Dogs was originally released in 2012, a time when 16:9 (1920x1080) was the undisputed king. The engine (a modified version of the engine used in Just Cause 2) hard-codes the vertical Field of View (FOV) based on a 16:9 aspect ratio.
When you force a custom resolution via your GPU or the game’s .ini files, the game calculates the FOV based on the vertical height. In 16:9, this is fine. But at 21:9, the horizontal width is 33% wider. Since the game doesn't recalculate the horizontal FOV, it just takes the 16:9 image and tries to stretch it. The result is a zoomed-in, claustrophobic feeling, or a distorted mess.
