Many "Gutter Line" packs are sold or shared via MediaFire or Mega from 2015. Over time, the .spr and .act files (sprite archives) inside the GRF become corrupted due to outdated file compression. When the RO client tries to read a corrupted sprite during the login screen, the client silently crashes (no error message).
RO reads GRF files in a specific order from data.ini.
If you download Gutter_v3.grf but your client expects data.grf, it won't work without editing the .ini file.
