Boot up Just Cause 2. Load your save file. Press the Black Market hotkey (default 2 or F2). You should now see every vehicle and weapon listed. If you do not see them, close the game and double-check your folder path.

Pro tip: If you want to keep your game visually stunning, install the "Lush Grass" or "HD Textures" mod alongside this. The Black Market mod does not conflict with graphics mods.
