If you have an existing PowerEdge 13th generation server (iDRAC8) and are moving to a 15th or 16th generation server (iDRAC9), you cannot transfer the license. Dell changed the licensing model significantly.

However, if you have iDRAC9 Datacenter licenses from older Gen15 servers (e.g., R740), those are transferable to newer Gen16 servers (e.g., R760) as long as you process a license transfer request via Dell support.
