Burnout Paradise remains one of the best open-world arcade racers ever made. But over the years, its DLC—Big Surf Island, the Police Vehicles, Toy Cars, Legendary Cars, and the Bike Pack—has become hard to access or overpriced on some platforms.
Enter the DLC unlocker – a community-made tool that claims to unlock all paid DLC for free.
But is it safe? Does it work online? Will it get you banned? This post covers everything.
This includes the Carson GT Nighthawk (a remote control car) and the Hunter Cavalry (a toy police car). These are easy to unlock. In the original game, the files are sitting on your hard drive. A simple registry edit turns them on.

If you have the original 2008 Burnout Paradise: Ultimate Box on Steam (not the Remaster), follow this generic guide:
Step 1: Backup your saves.
Navigate to Documents/Criterion Games/Burnout Paradise/Save. Copy this folder to your desktop.
Step 2: Download the unlocker.
You are looking for a file usually called BP_DLC_Unlocker_v2.zip or Persist_DLC_Unlock.ini. Avoid .exe files from unknown sources—stick to plain text .reg or .ini files.
Step 3: Modify the persist file.
Open your game directory. Find persist.ini. Inside, look for a section labeled [DLC]. You will change values from false to true:

Step 4: Registry Edit (For Windows).
Press Win + R, type regedit. Navigate to HKEY_CURRENT_USER\Software\Criterion Games\Burnout Paradise. Add new DWORD values for the DLC you own. (Specific keys vary by unlocker version).
Step 5: Go Offline. Before launching the game, set Steam/Origin to Offline Mode. If the game phones home to verify your license, it will relock the DLC.
Step 6: Launch and enjoy. If done correctly, the "Burnout Store" option will gray out and the cars will appear in the Junkyard.
Disable your internet or block the game via Firewall. Launch the game. If done correctly, when you visit the Diamond Center (Jump Start) or the Auto Repair, the "Big Surf Island" bridge will be open, and the Toy Cars will be in your junk yard.
When Criterion Games launched Burnout Paradise in 2008, they pioneered the "Live Service" model before it had a name. They released over a year's worth of paid DLC. While this kept the game alive, it fragmented the player base.
