The file is encoded in UCS-2 Little Endian (a standard Unicode format). It is essentially a flat text database where each line follows a specific syntax:

Many of the greatest total conversions—Battle of the Bulge, Europe in Ruins, Far East War—require a specific file structure. They demand the UCS file to be complete. If your UCS file is missing entries, mod units will show "ERROR: NO TEXT" in bright red letters.
