Modern versions of PCSX2 have a built-in memory card manager, making external tools mostly obsolete.

Open PCSX2.

Go to Config → Memory Cards → Memory Card Manager (or File → Virtual Memory Card Manager, depending on version).

If you have a full memcard (.ps2): simply replace an existing memcard file (e.g., memcard1.ps2) with your .ps2 (rename backup first).

If you have a single save file (EXPORT):

Save and close the manager.

Start Burnout 3: Takedown in PCSX2 and load your save from the in-game load menu.
