Once you successfully install Windows 10 Version 1607 or higher:

Yes – Windows 11 includes all requirements of Windows 10 1607+.
Photoshop runs without issue on Windows 11 (version 21H2, 22H2, 23H2, 24H2).

Since Adobe requires version 1607 (which is nearly a decade old), the safest long-term solution is to update to the final build of Windows 10 (version 22H2) or Windows 11.
